#4. How is The Sanctuary run under Negan’s control?

Some of how The Sanctuary operates was revealed in previous episodes. Fans got some peeks at the organizational structure in ‘The Cell’ as well as ‘Sing Me A Song’, but a solid look at some of the other things happening in the walls was needed.

For Eugene, it was a culture shock. Seeing an individual stealing at the ‘store’ where Negan’s employees can spend their points was interesting to him, and he couldn’t look away. This was something that was very rarely done in Alexandria or previous settlements he was a part of.

The interactions Eugene had with the cashier was interesting as well. It shows that confidence can overpower commitment, as Eugene rattled off words that made the woman selling supplies apologize and not question any of his further actions.

Finally, Negan proved that even valuable people are expendable. Throwing Dr. Carson into the fire should be a wake up call to any individual who felt safe inside the walls of The Sanctuary for any reason at all. And that is enough to keep all of The Saviors on their toes.
