There was a moment in The Walking Dead season finale when Negan started to realize the extent of Rick’s deception. Who is to blame?

When Eugene arrived at the Sanctuary, he was treated to the first class life that only those in Negan’s inner circles are able to enjoy. If Negan puts you in this circle, you have a great life so long as you’re producing results for him.

During the Battle for Alexandria, Negan saw Daryl fighting with Rick. He saw Maggie, alive and well. He saw Ezekiel’s pet tiger. And he saw three communities that somehow knew each other well enough to fight to save Alexandria.

In the midst of the chaos, this gives Negan pause.

Negan has a system set up so that the Savior lieutenants are in charge of different areas. Gavin looks after the Kingdom while Simon is in charge of the Hilltop. It looks like Negan’s lieutenants weren’t going a very good job if so much was able to get past them.

This is especially troubling for Negan’s main right hand man, Simon. Simon should know better. Simon should have seen these things coming and done something to stop them.

Gregory went to Simon and told him he feared for his safety because of an uprising, but Gregory never revealed Maggie’s presence to him. Should Simon have done more to investigate the potential insurrection?

Technically speaking, Simon isn’t the only one who missed the signs. Based on Gavin’s reaction to news of Benjamin’s death, Gavin knew that there would be some kind of retribution upon the Saviors at the hands of the Kingdom. Did Gavin have a chance to tell Negan about the possible unrest?

If nothing else, there are more questions here than there are answers. Will Negan be able to fully trust his lieutenants during All Out War given how much information slipped by them?
