#2. Are walkers getting weaker?

This is a tough question because once again there are multiple layers to it. Earlier on, the walkers seemed much more powerful and even a small number of walkers were considered to be a huge threat.

However, the walkers are likely getting weaker physically. As their muscles and flesh decay, they shouldn’t be able to have such a tight grip when grabbing someone or maybe even be able to walk around like they used to when they were alive.

Still, that doesn’t seem to be slowing these walkers down. Not only that, but they their skulls should still be hard enough to stop light attacks from killing them with a stabbing motion. Still, if their brains are deteriorating, perhaps a strong jolt to the head is enough to slosh it around to kill a walker.

Still, the walkers should be getting weaker, but aren’t. In a strange contrast, they are much less of the threat than they ever have been as likely stronger than ever. Much of this is probably how much experience the survivors have dealing with the undead, but it sure doesn’t say much for the undead monsters that the show title is based on.
