The Governor

Call him whatever you like. Whether he was going by the name Phillip Blake, Brian Heriot, or the nickname The Governor, very few characters on The Walking Dead have been able to leave the huge mark on AMC’s zombie drama the way that the leader of Woodbury did.
Having the charisma to fool to the people of Woodbury and Andrea into thinking he was a good man, The Governor was willing to rob, assault, or kill behind the scenes for supplies and food to keep him and his people happy while maintaining power and keeping a zombified Penny Blake safe.
The greed, spite, and envy of The Governor ended up doing several horrible things, including turning on his own people, taking Glenn and Maggie hostage, and killing the leaders of the RV camp to regain control.
Culminating in a showdown at the prison, the final straw came when The Governor used Michonne’s sword to hack through the neck of Hershel Greene to start the war between the groups. Finally, Michonne stabbed him through the back during an epic fight with Rick Grimes and is eventually finished off by Lily Chambler.
