Joe

The Claimers were a tough group, and Joe acted as their leader. Before all hell broke loose, he was a mechanic who has a real charisma to draw people in. He felt like giving people a loose group of rules was better than living with too much structure.
He also was tough in a physical and mental sense. He obviously has seen many horrible things as he was surviving in the zombie apocalypse. His strength and charm were appealing to other guys, which led them to follow him and his group.
Morality wasn’t big on Joe’s list of positive attributes. He didn’t seem to be too bothered by the people under him raping or murdering men, women, or even children. This got pushed to the limit when the group encountered Daryl, Michonne, Rick, and Carl on their way to Terminus.
With The Claimers having the upper hand, it looked like Rick was going to be forced to watch as they raped Carl and killed Daryl, but the entire situation changed when Rick took a huge bite out of Joe’s neck and severed his jugular vein, killing him.
