When Rick and the gang left Atlanta, they left quite a few people behind. Not only did they lose a lot of people in Georgia, but they left several living people as well, including the Vatos and the people at Grady Memorial Hospital in the region referred to as Slabtown.
Most notably, that part of the story was focused around Beth Greene. Her death was tragic, but it also eliminated a bloodthirsty and horrible leader of the community, Dawn Lerner. Leaving a group of survivors to themselves.
Those survivors left behind were police officers, security guards, medical experts, and more. Those could have been contributors in the community with Rick and the others, but they will likely never go there again.
However, if word of skilled people in medicine and weapons spreads, Negan could very well go to them and try to recruit them. He has the resources and influence to bring in survivors, especially ones that could help him and the community thrive.
I wouldn’t expect to see the Grady Bunch return…but as with anything on The Walking Dead, you never know.
