#3. Maggie staying at The Hilltop
Let’s put things in perspective for a minute here. When Maggie went to The Hilltop initially, it was for medical attention only and she was being previously groomed by Deanna to be an important part of Alexandria.
But Glenn’s death made Maggie lose some faith in Rick. Although it’s not his fault, the outburst made after the scene at the season 7 premiere may have made her hesitant to return right away, and having the doctor readily available is an even better excuse.
It likely isn’t Maggie not wanting to return to Alexandria, but instead that she sees The Hilltop has a real lack of leadership and people are already looking up to her and treating her like a much more important person than she was fitting to be with Rick’s group.
Jesus doesn’t really want to be a leader, even though he would do a fantastic job. Fans are seeing the same kind of thing from Dwight in the comics. Plus, he prefers to work under someone, and he sees Maggie as a fair and compassionate person, which is exactly what the The Hilltop needs going forward.
