#2. Is the water exchange still on?
With the Broke Jaw Ranch falling after being swarmed by the undead and nearly everyone being killed off, it is completely understandable that nobody wants to rebuild that area to continue living there.
It would take a lot of effort to continue living there. Walkers would need to be cleared out, more water is needed, and the bad memories of what happened would need to be forgotten or suppressed.
There is no way to contact the people at the dam without going there, so the best option for the survivors is to meet up at the trading point even though they don’t have the guns and also no longer need the water.
So, while the people from the dam still will be trying to get the water to the people of the ranch, the trade will not go down and the survivors still asked to join the people at the dam to live there alongside them. VERY bold of Madison, who has already broken two deals from going down at the bazaar.
