After Negan learned that Eugene was the one who manufactured the bullet, he sees Eugene as a treasure. Rosita tried to kill Negan with that bullet and the result was that Olivia was killed by Arat. But instead of taking Rosita prisoner, Negan does a bait and switch and takes Eugene prisoner after figuring out that he was the one who made the bullet. Negan knows that Eugene is a big coward and that he’s not going to lie to him.

Upon Eugene’s arrival at the Sanctuary, he’s given a room and free reign at the place. He isn’t a prisoner at all, rather he is given a spot in Negan’s coveted inner circles. Negan has big plans for Eugene, who immediately proves his worth by coming up with a plan to keep Negan’s trapped walkers from falling apart. Negan is completely impressed that Eugene can think so fast on his feet, and he knows that Eugene will do anything to ensure his own personal safety.

In the end, Eugene falls into life at the Sanctuary and never looks back.
