While Negan and Father Gabriel are trapped in the storage unit, Negan reveals that people are going to die if he doesn’t get back inside. Father Gabriel has no idea what this means until they make a run for it and discover that Simon has bullied his way to the top of the lieutenants, and he wants to sacrifice the workers in order to save the Saviors. There’s a scuffle and several workers are shot right before Negan and Father Gabriel arrive, proving Negan’s point.

This is where it gets interesting. Negan reminds Simon that people are resources, and they don’t waste resources. Simon knows he’s in big trouble, but he’s also in luck because they have to regroup and plan the attack against Rick rather than deal with the repercussions of their actions while Negan was away.

What this shows us, though, is that Negan knows Simon is a bad guy, and that he must be watched carefully because he’s a loose cannon. In getting caught, Simon knows that he threw Negan’s rules out the window at the first opportunity he had, and that’s not a good message to send as Negan’s right hand man.
