1. Maggie

Without question, Maggie is leading this resistance now. Her carefully planned defense of Hilltop not only took Simon and his forces by surprise, but it saved lives. Her fair treatment of The Savior prisoners has paid off as well. While the Hilltop colony suffered many losses in the attack, a handful of Savior prisoners chose to stay behind and join Maggie’s fight.

Still, her desire to see Negan dead remains the driving force behind her determination. When Rick was telling her about his reckless attack on Negan’s convoy, her response was simply “Thank you” for trying to kill him. It’s worth noting that Rick’s decision to attack Negan gave Simon the perfect cause to fire up the Saviors. This resulted in an intensified attack on Hilltop, and greater losses for Maggie.

Still, Maggie hasn’t given viewers much to complain about. She saw through Gregory when she first arrived at Hilltop, and knew back then what she’d eventually have to do. Fast forward to “All Out War”, Hilltop is hers, the people believe in her and they are winning…for now.
