Who at The Sanctuary is trustworthy?

The Sanctuary is fair game but just who is in charge? For that matter who is still living there?

Frankie and the rest of Negan’s now ex-wives look to be living pretty content now that they are able to dress comfortably. They were the only taste of The Sanctuary shown during the season 8 finale leaving a lot of unanswered questions.

Perhaps the workers who worked for points or on the fence are cleaning up the mess left behind and starting over. Perhaps they fled, choosing to live in the other communities?

The ending of Negan’s reign could mean the beginning of an actual sanctuary where anyone in need of help can go. The people who arrive will be saved and able to start over.

Or this could mean The Sanctuary is up for grabs and anyone can come and take over and start a similar system all over again. Some are aware of the events that eventually come to fruition in the comics, however, The Walking Dead has proven it does not follow them strictly.

Negan did have a lot of enemies and perhaps some have been waiting for the opportune moment to present itself. The Sanctuary is a large structure with places that might not have been explored yet. Once the dead are cleaned out of it, it may be the next location of another threat.
