On The Walking Dead the Kingdom is facing a new threat

In a clip from The Walking Dead 913 the origin of that strange mark is revealed to be the Highwaymen, who are threatening the Kingdom.  Who are they?

In a clip released from The Walking Dead 913 the people who left that strange mark send a threatening letter to the Kingdom.

The letter says that if the Kingdom doesn’t give the “Highwaymen” the food and supplies that the are listed in the letter the Highwaymen will hassle and stop anyone trying to come to the Kingdom’s fair because they have people stationed on all the roads leading to the Kingdom. See the clip here:

The Kingdom has had problems ever since the planning for this fair first started. King Ezekiel and Carol don’t even know about the Whisperers yet and now they  have to deal with the threat of the Highwaymen. So who could the Highwaymen be?

The most likely possibility is that they are Saviors who have been living rough in the areas around the communities trying to stay alive doing things their own way. Even though it’s pointed out in the clip that Saviors don’t send letters the demand for supplies and the threat to sabotage the fair if they don’t get them do seem to fit the way that the Saviors operate.

And since the Sanctuary fell it makes sense that some of the Saviors were unable to adjust to life in the other communities or weren’t welcome in the other communities so they are trying to survive without a community.

Tell Them Why It’s Not Jed’s Group Carol

Carol tells Ezekiel, Jerry, and Diane that it’s definitely not Jed’s group of Saviors when Diane mentions that she heard a rumor about some Saviors living in the area including Jed and his gang but she doesn’t mention how she knows that. So Carol didn’t tell Ezekiel about running into the Saviors on her way to take Henry to the Hilltop or killing the entire group by dousing them in gasoline and setting them on fire. Why didn’t Carol tell the king about that?

But if the Highwaymen definitely aren’t Jeb’s group then who are they? If they aren’t Saviors is there another new group that the survivors are going to have to worry about? And how are they are going to fight another group and the Whisperers at the same time? Every sign is pointing to this fair being a big mistake that will end badly but Ezekiel mentioned that the Kingdom needs the fair in order to trade with the other communities for supplies because they are running low. If the fair ends up being the disaster it looks like it will be the fair might turn out to be the end of the Kingdom.
