45. Florida
Florida is a tricky one. Being in Florida during a zombie apocalypse would be challenging if you want to leave the Panhandle State because it is a peninsula, meaning there is only one way out by land.
Thanks to the tourism industry there are lots of cruise ships available, and if you can find enough people you trust to help, you could convert a cruise ship into a floating shelter. So long as the ship is clear of zombies, you can knock away the gangplank and keep the zombies from coming aboard.
Then again, you might be able to take up residence at a theme park. I know that sounds cliché, but the fact is that theme parks are already fortified with walls to keep people out. While I’m not suggesting you take up residence in Cinderella’s castle (though I’m not going to say you can’t!), there is something to be said about a place like Disney World that has transportation across the lakes, hotels and lots of space to grow food. In the event of natural disasters like hurricanes, these places were built to withstand the weather so you have a secure place to live.
