Justin

It’s understandable why many of those living at the Sanctuary might not like their position in the new group of communities. Their living conditions are horrible and almost anything they need must come from others.
In order to put up their end of the bargain, that means the former Saviors had to do more manual labor and put themselves at risk by putting in long hours on the bridge which would be used to physically comment the communities.
When members of the Saviors started coming up missing, Justin was vocal about not being safe and even had confrontations with Henry, Rick, Daryl, and Carol which resulted in him walking off the worksite.
On his exit, Justin was met by an unknown individual on the road who walked out of the shadows. He was shot in the chest with a spear gun which was later revealed to be Beatrice and the women from Oceanside getting revenge.
