4) Why are the Pioneers keeping walkers?

At about twenty-eight seconds into the SDCC trailer (Just after the scene with the walker that seems to have a pair of horns(?)) we see what looks like Charlie inside what looks like a warehouse trying to corral walkers before one of them grabs her hair and pulls her in. This is, presumably, part of her work for the Pioneers (A few scenes earlier, we see Strand trying to help a man who is being pulled under a garage door by walkers, so, it seems Charlie isn’t the only one having to do this).

The big question is: Why?

Throughout The Walking Dead, there has been no greater sign of a group being sketch than them storing walkers: Woodbury, the Wolves, the Whisperers, all of them kept walkers around in one way or another, and all of them used said walkers as a weapon against groups much smaller than theirs, so the fact that the Pioneers seem to be doing this doesn’t bode well.

In fact, this makes me wonder something about the Pale Riders: Are they a group trying to resist the Pioneers, and this is Virginia’s means of dealing with a pesky group that is more…assertive in their refusal to be absorbed than Morgan was? I mean, with Morgan’s group now being forcibly incorporated into the Pioneers, what other group (That we’ve seen, anyway) would Virginia use such weapons on?
