Who is Lance Hornsby of the Commonwealth on The Walking Dead?

In the recent episode of The Walking Dead “Out of the Ashes,” we got our first real look at Lance Hornsby (Josh Hamilton). He serves as the Deputy Governor of the Commonwealth community. He is featured in the welcome video and seems a little too scripted.
So, who is the guy anyway? In the comics, Hornsby was prideful of the Commonwealth, and he was quite vain. He was also the bookkeeper and administrator of the community. In an interview with Entertainment Weekly Angela Kang stated that the series creators have a different take on the character. She wants people to see for themselves the the interesting flavor that Hamilton brings to Hornsby in the series. He is full of energy and is eager to sell his community to others.
In “Out of the Ashes,” Hornsby enters the room where Eugene, Ezekiel and Princess are being held and Stpehnie tells them Hornsby will help but they will have to pay for their crimes one way or another. What these means is yet to be seen.
The Walking Dead can the Commonwealth and Lance Hornsby be trusted?
Lance Hornsby and the whole community of the Commonwealth seems too good to be true. Will Eugene’s contact with Alexandria be a help or hindrance to that community? They are in dire need of food and fortification of their walls. If anyone wanted to take over that community it wouldn’t take many soldiers to do this and the Commonwealth has an over abundance of armed enforcers that would make quick work of this.
Will Hornsby continue to aid Eugene and company or is he, like Mercer, trying to get the location of Alexandria? And what will be the price they pay for their crimes?
