The Walking Dead: Stephanie theory, have we all been wrong?

The Walking Dead and AMC have been at this for a long time. They are very mindful of spoilers and leaking information they don’t want out there. Recently there was a significant snafu with labeling on some press photos for Chelle Ramos and Margot Bingham. Insider first reported this when the captions on the images seemed to give away more than was intended.
But, was this accidental, or was AMC trying to throw us all off? What if Ramos’ character is the real Stephanie?
The character Margot Bingham played, who we all assumed is the real Stephanie, picked up an order for multiple ice cream cones for Ms. Milton, Governor of the Commonwealth. Would someone who works directly with the Governor give their real name over the radio?
She doesn’t speak to Eugene because he would recognize her voice, but all that means is she is the one who talked to him.
The captions have been changed from the originals to reflect Ramos as Stephanie and Bingham as Max FKA Stephanie. We will have to wait to find out whether this is a diversionary tactic or something else altogether.
Who is the real Stephanie on The Walking Dead?
At this time, we don’t know for sure, and since Eugene has already gotten himself into trouble, it may not matter except for Eugene to know who the love of his life is. But, at this point, even he can’t really know the answer to that.
The woman Eugene thinks is Stephanie has gotten information from him and helped him radio Alexandria. Was this kindness or a trap to get information for Mercer, who seemed to know exactly what was happening? Now, Eugene, Ezekiel and Princess are being held for breaking the laws of the Commonwealth. Lance Hornsby has made it seem like he is willing to help, but Stephanie has assured them it will be at a cost.
Things are getting interesting in the Commonwealth. The question still stands, can they be trusted?
