The Walking Dead final season: Is Lance Hornsby the big bad?

The latest Walking Dead season 11B teaser sheds more light on one person that is looking to be a primary antagonist for this segment of the final season. Introduced in the season 11 episode “Out of the Ashes,” Lance Hornsby (Josh Hamilton), the Deputy Governor of the Commonwealth, might be all smiles, but what is really going on with this character?
On the outside, Hornsby all smiles but deep down, he looks like he will cause significant trouble for the residents of Alexandria. We’ve already seen him try to blackmail Eugene into giving up the community’s location or face jail time for breaking Commonwealth laws.
The official trailer and teasers have shown Hornsby interrogating Eugene and Princess and confronting Eugene on a stairway with an evil look in his eye. The latest teaser shows viewers more snips of this character.

The most recent teaser starts with Hornsby expressing his approval of what has been accomplished at Alexandria, but he has an alternative solution for the community.
There is a clip of him arriving at an event at the Commonwealth in a pink suit, and one interesting thing is that none of the people are paying any attention to him as he walks up. Most likely because Governor Pamela Milton is coming behind him. He is all smiles as he welcomes Milton to the podium with a bored Sebastian off to the side. He seems to know how to handle a firearm as well.
I think this guy is going to mean trouble for many. In the comics, Hornsby is vain and proud of the Commonwealth, but showrunner Angela Kang has said the on-screen version of this character would be different. In an interview with Entertainment Weekly, she had this to say:
"Lance Hornsby is also based on a character from the books. We’ve got our own take on him, and he’s this charismatic fixer for the Commonwealth. Josh Hamilton is wonderful and brings such interesting flavors to the character. For people who know the movie Eighth Grade, he brought such warmth to that character, and he’s playing this character that has so much energy and optimism who’s trying to sell people on the Commonwealth. So there’s some fun to be had with Hornsby. I want people to watch it and see for themselves."
The Walking Dead returns to AMC on February 20 and AMC+ on February 13.
