Pete Dolgen (Enver Gjokaj) and his brother Mitch (Kirk Acevedo) are introduced in season 4 of The Walking Dead. They are part of a group of survivors led by Martinez (Jose Pablo Cantillo), the former second in command at Woodbury, a community led by the Governor (David Morrisey).

In season 4 of The Walking Dead, the Governor returns in a flashback to what happened to him after the fall of Woodbury. After burning the town to the ground, he spends many months wondering and eventually encounters some survivors in an apartment. He takes the name Brian Heriot and creates a new identity, but his motives remain the same: destroy Rick Grimes ( Andrew Lincoln).
While traveling with his new found family Lilly (Audrey Marie Anderson), Tara (Alanna Masterson), and Meghan (Meyrick Murphy) the Governor encounters Martinez, who left him after Woodbury's fall. The new group led by Martinez, was comprised of at least 30 survivors, including the Dolgen brothers.

After Martinez's death, at the hands of the Governor, Pete takes over as leader. The Governor, believing Pete isn't ruthless enough to lead kills him and tethers him to the bottom of the lake where he reanimites. This allows the Governor to look at Pete, similar to his set up at Woodbury with the heads in aquariums.
