This season, Negan sides with the Dama (Emery) and the other criminal elements in Manhattan as they battle for control of the city. Maggie is on the opposing side, likely that of New Babylon, of which Perlie Armstrong (Charles) is a marshal. In the last season, Governor Charlie Byrd of New Babylon was very interested in the use of walkers as a source for making methane in Manhattan.
