What are the CRM culling facilities featured in The Ones Who Live and World Beyond?

AMC will premiered the newest spinoff, The Walking Dead: The Ones Who Live on February 25. Prior to the premiere, fans eagerly picked apart the trailer and teasers to discover any clues to the next chapter of Rick and Michonne's stories. Another great way to discover more about the CRM (Civic Republic Military), which will also be featured in The Ones Who Live, is to watch The Walking Dead: World Beyond, the third limited spinoff within TWDU.

One similarity between Rick's (Andrew Lincoln) story and World Beyond was shown during the coda scene featured after the airing of The Walking Dead's series finale. Rick was seen wearing a CRM jacket and carrying a weapon used at the culling facilities known as a kill stick.

Eagle-eyed viewers who previously watched World Beyond caught on to this right away as Silas (Hal Cumpston) wore the same jacket and utilized the same weapon while working at Culling Facility #1.

The first culling facility was located around Ithaca, New York, and used as a decontamination center. The goal was to use music, lights, and noise to attract large herds of the undead, who would then be blown up with C4. The workers, armed with kill sticks, would put down any surviving undead and haul the remains off-site. Many years after the outbreak, Master Sergeant Dennis Graham (Maximilian "Max" Osinski) was put in charge of this facility.

At least six other facilities would be set up as decontamination centers, but these would dwarf #1 in size and scale, with many being set up in arenas and stadiums with professional military personnel overseeing them. The CRM estimated that if all seven locations were operational, they could eliminate the undead in the entire state of New York. Culling Facility #1 would be destroyed in the second season of World Beyond.

The question remains...Why would Rick be working in one of these facilities? These jobs were given to those who didn't have a lot of other strengths. Rick is someone who is obviously built for more. He was also referred to as Consignee Grimes by the helicopter pilot seen in the coda scene. It is unclear what this designation means, but it seems significant.

UPDATE: In the first epsiode of The Ones Who Live, more details about these factilies was revealed. New arrivals were assigned as consignees in the culling facilities where they worked for six years. After that time, they would be able to join the Civic Republic and be given new jobs.

The trailer shows rick killing walkers with the kill stick through walls of what appears to be one of the remaining culling facilties. He is then seen sitting against a wall with blood splatter as he says, "My wife is my choice. My daughter is my choice. My life is my choice." And everyone knows when Rick goes into a speech like that...things are about to go down.
