Frank Darabont served as the showrunner for the first season, and this explains why the walkers seem to retain some memory of their former selves. He liked the idea of smart walkers who could turn door knobs, pick up rocks, climb fences, etc. When Darabont was fired, the creators reverted to the dumb walkers from the comic story.
