Actress Margot Bingham is well known for her roles in New Amsterdam and Boardwalk Empire and recently starred in Taylor Sheridan's Lawmen: Bass Reeves. She also starred in the final season of AMC's Walking Dead series. Who did she portray?
Bingham was introduced as Stephanie in season 10, although she wouldn't be seen until season 11, when she was introduced as Max Mercer. She first made radio contact with Eugene (Josh McDermitt) while he was living at Hilltop, and she was at the Commonwealth. They set up a meeting, but instead, Eugene, Ezekiel (Khary Payton), Yumiko (Eleanor Matsuura), and Princess (Paola Lázaro) are captured.
It would eventually be revealed that Max, posing as Stephanie on the radio, was discovered by the Commonwealth, but they weren't sure who made the calls. They planted a "Fake Stephanie" to become close to Eugene and discover the location of his community.
Max worked as an executive assistant to Governor Pamela Milton (Laila Robins). Her brother, Michael, was General of the Commonwealth army, so it was imperative that she wasn't identified as the mysterious radio caller. He discovers her radio and informs her that she must keep it a secret or things could be bad for the both of them.

When Eugene discovers that Fake Stephanie was a plant, he is devastated. When Max reveals that she is actually the one who contacted him, they begin talking and eventually become romantically involved. Both characters play vital roles in the takedown of the Commonwealth.
One year after the Commonwealth is overthrown by the resistance, Michael is positioned as Deputy Governor to Ezekiel's Governor. Max and Eugene are married and have a daughter, Rosie, named after Rosita (Christian Serratos), Eugene's close friend and the woman he loved before Max, who died during the skirmish with the Commonwealth.
