The Walking Dead season 6: Will Negan make his debut?

There is an insane amount of hype surrounding a character from The Walking Dead’s comic book series that has never appeared in a single episode of the hit AMC zombie survival drama.
Of course, I’m talking about Negan. He’s known for his foul mouth and barbed-wire covered baseball bat as well as his aggressive and abrasive demeanor. Fans have been speculating for a while about when he will make his appearance on AMC’s The Walking Dead, but up until recently, we’ve been left in the dark.
However, that changed recently. When asked if Negan would make his presence felt during The Walking Dead’s sixth season, showrunner Scott M. Gimple gave a rather interesting answer according to Entertainment Weekly:
"“It’s absolutely a possibility. And when I say it’s a possibility, we have a plan in place, but there’s a couple variables for that plan that we’re deciding about. It really depends on a few factors as we move into setting up the last bit of the season story-wise.”"
The wording of the question was important. Negan’s impact could be felt without his character ever appearing on-screen. Here is how that is possible:

You see, Negan is the leader of The Saviors. They intimidate all the surrounding communities into giving them what they want in exchange for protection. And while The Saviors might sound like a group of security guards, their intentions are not quite as noble.
And while Negan and the Saviors might not be introduced, some of the communities where Negan provides protection could be. For example, our friends over at The Spoiling Dead Fans on Facebook have already shared some photos that appear to be the Hilltop Community where The Saviors have a fear-based control over the residents.
Because of that, Negan’s impact could be felt without him ever appearing on the screen. While it’s also possible that he could show up personally during season 6, I personally believe that it is far too early in the story line to introduce him unless they are going to do an extremely slow build with his character. Even then, there is quite a bit of story to be told before bringing him into AMC’s The Walking Dead makes a lot of sense.
