Oh, boy. This is one of those questions that could either be answered with a short ‘I don’t know’ or elaborated on for a long, long time while trying to figure out ways in which the infection doesn’t spread to animals.

Many diseases transfer from humans to animals (zoonosis), as fans of the series saw at the prison. However, there are some that either don’t move between species or just lay dormant inside and never turn because of that.
So, the animals might actually be infected, but nobody might be able to realize it. Plus, we’re still not certain what caused the outbreak, so the cause of the infection might be something that humans did that animals did not. Sadly, this is one of those situations where we’ll never know.
Plus, do people really want to see zombie animals? Sure, a zombie horse or bear might be one of the scariest things every to be in the comics or on AMC, but it would be very distracting from the main story. Hopefully Kirkman never goes that route.
