Cover analysis of The Walking Dead issue 184: Eugene Tinkers

Eugene appears to be hard at work trying to fix some problems for The Commonwealth on the cover of The Walking Dead issue 184, due out in October 2018.
The relationship between The Commonwealth and the survivors in The Walking Dead comics appears to be a rocky one. With major disagreements on how communities should be ruled, the future looks questionable for these two groups as they attempt to coexist.
Upcoming covers have hinted at backroom deals and possible riots happening, but the cover for issue 184 of the popular Image Comics publication gives a little more hope that things will end up alright.

There is actually quite a bit to take away from this cover if the image is meant to be parallel to the story within.
First of all, Eugene is working on a train. Getting something major like that to work would open greater lines of travel and trade between the two communities and help to make the interactions between them simpler.
Next, soldiers from The Commonwealth appear to be guarding Eugene as he works. This means that getting the train to work is likely a joint effort unless something has happened to bring Eugene to The Commonwealth on a full-time basis.
Finally, somewhat hidden by the metal planks near the base of the train, Stephanie can be seen in here Velma-type sweater from Scooby-Doo kneeling to check something. This could mean that Eugene and Stephanie are a team now…maybe in more than just a business-type role?
