The glaring problem, of course, is how Troy might run into Alicia, Strand and Luciana at this point, after so much time has passed and they have moved on so many miles.
Here’s a theory: He was shadowing them all along. He might have been nearby the whole time. That’s the only plausible way they could all meet up after the dam. This theory has holes of its own, because he’d be crazy to just follow them for such a distance and not strike by now. Then again, Troy is known for being unstable, and the blow to his head might have pushed him over the edge.
And if he is indeed with Daniel Salazar, he will have a powerful ally who knows how to stick to the shadows. Together, they would make a formidable pair. And they both have reasons to track the Clarks down.

Though it’s a mystery how he’s still alive, and how they’ll cross paths, Troy Otto is back on Fear the Walking Dead in season 5. It might be an episode, or it could be multiple episodes. At this point we don’t know, but it will be interesting to see how this all plays out.
