The Walking Dead: Who is Stephanie?

The Walking Dead series has finally given viewers answers to the question, Who is Stephanie? This character has been teased since season 9 when her voice was first heard, only by viewers, over Eugene’s radio.
During the season 10 episode “Bonds,” Stephanie reaches out to Eugene after hearing his messages. She is reluctant to tell him anything about her community, but they instead chat about their past lives.
At one point, she mentions seeing a satellite falling from the sky, and Eugene realizes it was the same one that crashed near Oceanside. This information made him realize that their communities aren’t very far apart. He exciting discusses a meeting, to which Stephanie replies she will talk to her people.

When Eugene, Yumiko and Ezekiel set out to meet up with Stephanie, no one had a clue that things would turn out as they did. Along with their new friend Princess, they are captured by a group of military personnel that is later revealed as troopers from the Commonwealth.
When Stephanie finally meets Eugene face to face, the fandom knows this wasn’t the real Stephanie. The voice heard over the radio had been identified as actress Margot Bingham and this new Stephanie or Stepony, as she was dubbed, was actress Chelle Ramos. What game was the Commonwealth playing?
Margot Bingham reappeared as Max, Governor Pamela Milton’s assistant. She seemed very quiet but observant, even asking about Eugene at one point. By the end of the episode, she will reveal herself to Eugene as the one he talked to on the radio.
Ramos’ character stuck to Eugene like white on rice, all the while letting him believe she is Stephanie that he talked with on the radio. In the most recent episode, “Rogue Element,” he even told her he loved her. Then she mysteriously disappeared.
Eugene was confident that foul play was involved and began investigating her disappearance with the help of Princess. Once they were caught, it was strange that Lance Hornsby let them off so easily. This was due to the fact that he had something to hide. Eugene would confront Hornsby and learn that there is no Stephanie. The woman he thought was Stephanie is actually a woman named Shira, and she and some others are working for Hornsby.
Hornsby lied to Eugene on more than one occasion and even had him sign a statement saying he was suffering from paranoia due to nervous strain. Who would even believe Eugene if he told them what Hornsby is up to? And, what has he really caught him in? Nothing but lying about who Stephanie/Shira is.
The more important question than who Stephanie is would be what is Horsnby’s end game? He wanted Alexandria for some reason. This is, no doubt, something that will benefit him in the long run. And what are he, Shira, Calhoun, and the others up to? They are hosting mysterious meetings at the front for the plumbing business, and Hornsby doesn’t seem to be a trustworthy guy.
The teaser for the next episode, “The Lucky Ones,” shows that Hornsby and Milton will be visiting Alexandria, Oceanside and Hilltop.
