Actress Laila Robins has starred in many outstanding movies and shows during her career. In the final season of The Walking Dead series, she would be cast as the governor of the Commonwealth, an advanced community introduced in season 10.
Governor Pamela Milton is a character featured in the series and the comic story created by Robert Kirkman. Robins would be introduced as Milton in the tenth episode of season 11, "New Haunts." This episode features a Halloween carnival in which the governor makes an appearance, announcing the costume contest winner.
Milton's father, a former US President, established the Commonwealth community, and she carried on his legacy, serving as leader after his death. The CW put up a great front, but like many things, it was too good to be true. The community had a distinct class system in place where the elite received greater privilege than the rest.
In "New Haunts," it was revealed that the idyllic community was inhabited by a resistance group, of which Milton was unaware. Like many leaders, she only paid attention to those whom she could benefit from, and the members of the resistance were likely beneath her notice.

Before The Walking Dead's final scene, Milton and the Commonwealth would be taken over by the resistance, which many of her followers joined when truths were revealed. She tries to sacrifice herself to the walker of her former Deputy Governor Lance Hornsby (Josh Hamilton). This attempt is thwarted by Maggie (Lauren Cohan), who shoots Hornsby's walker after Negan (Jeffrey Dean Morgan) voices that imprisonment would be a worse fate for someone like Milton.
Daryl (Norman Reedus) and Carol (Melissa McBride) accompany Milton to her cell, of which her former General, Michael Mercer (Michael James Shaw) locks the cell. She tried to rationalize her actions by telling them that being in charge isn't easy and that you must make the hard decisions. Carol tells her they have already made a hard decision by letting her live and promises Milton that they will figure things out without her.
After the one-year time jump, nothing is mentioned of Milton. The hope is she lived out her days in prison for all of the crimes she committed while governor of the Commonwealth.
